Purpose

Through its core values, the University Mission Statement clearly acknowledges the importance of appreciating and respecting the environment and the global community. In order to meet its mission and help its students cultivate these tenet values, the university relies upon leadership by example from throughout the campus community.

Commuting continues to have significant environmental and social impact in Southern California. Far beyond personal inconvenience, the continuing rise in daily commuting is adversely affecting public health, open space and the natural environment.

Concerted efforts today will help minimize the challenges tomorrow's graduates will face. As an institution, this university must make a commitment to be a leader, setting an example for its students and the community. This will require personal commitments as part of an organizational decision to better steward Southern California's resources.

There are geographical constraints that also must be recognized. The university enjoys the atmosphere its location within the historic Old Town District of the City of La Verne affords. However, those environs also limit the amount of available space and restrict expansion of the central campus.

As a student-focused institution, it is incumbent upon this university to appreciate and accommodate the needs of its current and future students. Since the majority of students are not housed on the central campus, the need to provide available student parking must remain a priority in any institutional plan.

All of these factors have caused university leadership to institute a program of incentives to its faculty and staff to minimize impact on local traffic, parking congestion and air quality. The plan evolved during the spring and early summer of this year by a parking committee appointed by ULV President Steve Morgan, with a roster including faculty, A/P and classified staff, and students. Committee contributions and strategies helped form this plan into its current form. The policy will be reviewed during the course of the academic year to assess effectiveness and determine the need for revisions or modifications.
