RULES AFFECTING CLASSIFIED AND ADMINISTRATIVE/PROFESSIONAL STAFF SECTION SIXTEEN 16.0 TUITION REMISSION A. Waived and/or reduced tuition benefits (fees not included) are available to persons employed on a 100% full-time Regular basis, 9 months or more (and their eligible dependents and spouse) if the employee is not in arrears on any University account or loan. Employees on an unpaid medical leave of absence will retain eligibility for tuition remission benefits for one year. Employees on a non- medical unpaid leave of absence will retain eligibility for six months. B. An eligible employee may take a maximum of 24 tuition-free credits during any 12-month period beginning August 15. The number of units per semester for which a spouse or child may use tuition remission benefits does not include units which are considered to be overload as defined in the ULV catalog. C. Supervisors will not permit an employee to be absent from regular duties to attend classes if the absence would cause a hardship on the working conditions of other employees or result in a deterioration of service. D. An eligible employee who also is a dependent of a full-time Regular employee is eligible to receive waived and/or reduced tuition benefits as an employee only. E. To be considered eligible, the spouse must reside with the employee. Children and adopted children qualify for tuition remission benefits through age 24. Step children who are living with or are claimed as dependents on the tax return of the eligible employee are eligible through age 24. Students turning 25 during a term or semester will maintain eligibility for the entire term or semester. F. Amount of Waived and/or Reduced Tuition Benefits: 1. It is the intent of the University to provide tuition assistance in conjunction with other grants, up to the cost of tuition for the eligible recipient. When other resources such as Federal, State, or private grants are utilized by the individual, the University tuition assistance will cover the remainder of charges up to the cost of tuition. The tuition assistance program cannot cover costs beyond tuition or generate cash. 2. An eligible employee may receive full tuition remission beginning within the enrollment period of any semester or term which begins on or after the date of employment. 3. The eligible spouse, children, adopted children, and step children will qualify for waived and/or reduced tuition benefits on the following basis: a. One-third reduction of total tuition beginning within the enrollment period of any semester or term which begins on or after eligible employee’s date of employment. b. Two-thirds reduction of total tuition beginning within the enrollment period of any semester or term which begins on or after eligible employee’s first anniversary. c. Full waiver of tuition beginning within the enrollment period of any semester or term which begins on or after eligible employee’s second anniversary employment. (An individual who had been previously employed in a tuition remission eligible position for a minimum of one year, and who is subsequently re-employed within six months, will be credited with the prior service in applying paragraphs b., and c., above.) 4. The existence of this program does not imply that any individual will be employed for any specific period of time or for the requisite period of time in order to qualify for benefits under this program. G. Tuition Remission for the child of an employee deceased in service will continue according to eligibility as determined above and: If death of an employee occurs: 1. During the first or second continuous year of tuition eligible employment, and a child is enrolled, that child in eligible for the current semester plus 1 semester or 2 terms of undergraduate study through age 24, at one- third or two-thirds remission in accordance with the schedule in paragraphs F.3.a. and b. 2. After 2 but prior to 10 full continuous years of tuition eligible employment, and a child is enrolled, that child is eligible for the current semester plus 3 semesters or 6 terms of undergraduate study through age 24, at 100% remission. 3. After 10 full continuous years of tuition eligible employment, child is eligible to complete the degree through age 24 at 100% remission. H. The surviving spouse of an employee deceased in service will, until remarried, be eligible for tuition remission for no more than one degree as follows: If death of the employee occurs: 1. During the first or second continuous year of tuition eligible employment, the spouse is eligible for the current semester plus 1 semester or 2 terms of study at one-third or two-thirds remission in accordance with the schedule in paragraphs F.3.a. and b. for a period not to exceed 2 years. 2. After 2 but prior to 10 full continuous years of tuition eligible employment, the spouse is eligible for the current semester plus 3 semesters or 6 terms of study at 100% remission for a period not to exceed 3 years. 3. After 10 full continuous years of tuition eligible employment, the spouse is eligible, for a period not to exceed 5 years. I. Reduced and/or waived tuition benefits generally are limited to tuition for regular undergraduate and graduate programs, course challenges, CAPA, Weekend College, Doctoral Program in Public Administration, College of Law, Summer Sessions, and Weekend Series, where there is no direct cash cost to the University. Where there is a direct cash cost, it must be paid by the employee. J. Employees enrolled in classes, independent studies or directed studies are to be considered in determining faculty load. K. Tuition Authorization: Application for tuition remission is made in the Human Resources Department. The employee must sign the tuition remission application each term or semester. The employee’s signature affirms that, to the best of the employee’s knowledge, all provisions of the tuition remission plan have been met, and verifies that participating family members qualify for the benefits. L. Tuition remission recipients who register and then drop or withdraw from class after the first class meeting may be charged a $25.00 per unit seat occupation fee as well as the change of program fee. Tuition remission recipients enrolling in a course for the third time after failing the course twice before will be obligated to pay full tuition. M. Employees who resign or are terminated while they or their qualified family members are registered in classes may choose whether to complete the classes or withdraw from them. For those who wish to complete the classes, payment to the University for tuition will be made as follows: 1. If the semester/term is 1/2 over, employee, spouse or dependents will pay a pro-rated amount for the remainder of the semester/term. 2. If the semester/term is less than 1/2 over, employee, spouse, or dependents will pay for the semester/term if full. 3. For those who wish to formally withdraw from classes, no tuition will be charged. N. Tuition remission benefits are a privilege, not a right. Employees and/or family members who abuse this privilege are subject to revocation of the tuition remissions privilege.
